This work developed and applied a framework for the economic analysis of land use reconfiguration (removal of dykes and returning a floodplain function) in the Vietnamese Mekong Delta, in order to reduce downstream flooding risks in major cities. Building on a major physical flood risk assessment and physical model, a cost-benefit analysis (CBA) model was developed. Costs were derived from Vietnamese Government estimates of engineering works required, a major survey of 500 farmers to model trade-offs in farming practices and profitability, and costs estimates from a major flooding event in the region in 2011.
